They had to build a certain number to satisfy the homologation requirements. They built the minimum, and lined them all up for the FIA officials to check.

The story goes that when Ferrari called up the FIA, they showed half of the required number in a warehouse, too the officials out to lunch, and showed the other half in a different warehouse. Except Ferrari had only built half of the required number and just drove them to the other warehouse during lunch.
